Town of New Paltz

The Town Board of the Town of New Paltz is seeking sealed bids from individuals for commercial cleaning of multiple town buildings. Interested bidders should submit their proposals by Friday June 23, 2023 at 2 p.m. These bids are to be opened and read publicly and then presented to the New Paltz Town Board for review and possible approval to perform the scope of work, at the Town Board meeting on Thursday July 6, 2023.

General Information:

Seeking commercial cleaning of three (3) buildings which currently the Town of New Paltz maintains. One (1) building is located at 52 Clearwater Drive, one (1) building is located at 3 Veterans Drive, one (1) is located at 59 North Putt Corners Road.

All bidders must arrange a walk-through prior to submission of bids for the scope of work, by contacting Chris Marx at the Town’s Highway garage at 845.255.5050.

Specifications

  1. The Bidder shall be in full compliance with all applicable federal, state, and local laws, rules, regulations, and orders of all governmental agencies;
  2. The Bidder should provide a reference and experience in the business of commercial cleaning;
  3. The successful Bidder will be required to provide all labor, tools, materials, equipment for these three (3) buildings;
  4. The successful Bidder shall provide commercial cleaning on a schedule to be determined at the walk through or on a phone conference.
  5. The New Paltz Town Board will be presented with bids to review and possibly approve to perform the scope of work described.
  6. Prior to the execution of the purchase contract, the successful bidder should provide a Certificate of Insurance, naming the Town of New Paltz as an additional insured with a waiver of subrogation on the certificate, in the amount of not less than $1,000,000 for General Liability each occurrence, $3,000,000 Aggregate, and Business Auto Liability of $1,000,000, OR if you can only give $1,000,000 each occurrence and a $2,000,000 Aggregate you can provide a $1,000,000 umbrella and it will meet the $3,000,000 aggregate required;
  7. Bidders need to supply appropriate vetting and bonding due to the level of security clearance needed in multiple buildings listed within the contract;

Duration of Contract:
It is the intent of the Town to enter into a contract for one (1) twelve (12) month duration beginning at the signing of the contract and ending one (1) calendar year later with the option to renew an additional year.

Termination:

The Town or Successful Bidder may, with just cause, terminate this contract at any time. Termination by either party shall be by a certified letter with thirty (30) days’ notice.

Submission format and Specifications:

Proposals should be submitted on or before the submission deadline. Proposals received after the above date and time will not be opened and will not be considered. The Town is under no obligation to return unopened bids.

All Proposals shall be placed in an envelope securely sealed and labeled “Commercial Cleaning Bid” by bidder with the date of opening noted and delivered either by hand to the Town of New Paltz Clerk’s office at 52 Clearwater Road, New Paltz, NY  12561 or by certified mail to the Town of New Paltz Clerk’s office at PO Box 550, New Paltz, NY  12561 on or before Friday  June 23, 2023 at 2:00pm.

 A “Non-collusive Bidding Certification” must accompany all proposals.

Notwithstanding any other provisions of this document, the Town Board reserves the right to award this contract to the vendor(s) that is best at meeting the requirements of the document and not necessarily to the lowest bidder. Further, the Town Board reserves the right, for any or no reason, and in its sole absolute discretion, to (1) amend in whole or part, withdraw or cancel this document, and (2) accept or reject any or all proposals prior to execution of the services contract for any or no reason and with no penalty to the Town.
