Town of New Paltz Environmental Conservation Board
Minutes of the Meeting of September 18, 2023

Town of New Paltz Community Center
- Introduction
Present: Rich Whitney, Rose Rudnitski, Robert Ferri, Ted Nitza, Haley Nechamkin, Lyle Nolan, Kenji Tierney
- Meeting called to order: 7:35pm
- Approval of Minutes from July 17, 2023, meeting: Ted moves to approve minutes, Rob seconds. All in favor. Motion passed.
- Planning Board Meetings:
- September 28th- Kenji will attend.
- October 12th- Rob will attend.
- Planning Board Update (Ted):
- Wetlands permit- no longer pursuing expansion, just about the 1 acre of fill remaining; their engineer recommended leaving it; Planning Board wants to do a Site Visit 11/4 @10am; Ted recommends having the EnCB present at the site visit.
- New application from the town for an added (second) Critical Environmental Area (CEA)- the Planning Board wants someone from the EnCB to come to the meeting on October 23rd and give a presentation; Conservation Overlay District versus CEA; something actionable is really needed.
- Riparian Buffer Assessment; Cornell Cooperative; October 3rd- 1pm, Huguenot St.- looking at buffers on the stream- and after will go to the library from 2:30-4:30 to discuss further.
- Town Projects under Review by the Planning Board
- 15 Shivertown Lot Line Revision-flat land; lot line just needs to be moved.
- Mid-Hudson Sporting Clays Wetlands Permit- Built in 1946- predates all the codes (enforcement?)
- Other Groups of Interest to the EnCB
- Ulster County Environmental Management Council Meeting
- Ulster County talking about Climate Executive Order- wanting to electrify their buildings and parking facilities.
- Climate resilience projects- want to put into their comprehensive plan.
- Hudson Valley Regional Council wanted to let towns know that if any towns need climate assistance, they are willing to help out.
- Ted- Village Update
- Village Planning Board update- draft for New Paltz apartments on 32 should be coming soon.
- Landscaping around the village hall includes an edible garden.
- Jessica (newest member) wants to address the tick problem in the River to Ridge area by enlisting guinea hens- more information coming.
- Next meeting is October 10th- probably going to be canceled/rescheduled.
- New Business
- Field Workshop: Identification and Protection of Small Streams and Wetlands - Friday September 26, 2023, New Paltz 2-4pm.
- Rob changed wording for ordinance for charging stations for parking- asked board to review.
